Investigation of Unit 731 found General Chiro-Isi's plans for biological warfare against the U.S. in December 1945: Balloons containing bubonic plague infected fleas. For information, including technology for spraying biological agents from aircraft onto unsuspecting populations, General Douglas McArthur provided amnesty to the criminals. Chemtrailing later developed into CBR (chemical-biological-radiological) warfare.
